Budget growth, delays and delivery problems recur in the 30 Canadian projects this report examines. It studies their records to understand recurring problems and possible responses. The group includes 26 projects within 1996 to 2026 and 4 historical comparators.
Among the 30 reviewed projects, 22 have been delivered or are operating. Comparisons cover the 10 delivered projects with comparable cost records and the 12 delivered projects with a documented target date. Documented problems are distinguished from constructive partnerships and combinations that remain unresolved.
The report connects recurring problems with possible practices for project definition, governance, delivery and learning. The findings describe the reviewed projects and do not estimate the performance of all Canadian projects.
