A Protocol and Verified Seed Analysis for a Systematic National Evidence Review.
The paper will specify a source-traceable protocol for building a Canadian megaproject evidence registry across the completed thirty-year period 1996–2025. It will separate context, upstream vulnerability, delivery mechanisms, outcomes, and responses; an exploratory fifteen-project sample will test the codebook and data-quality controls.
